Character's Fears: Norrington is afraid of failure, moreover he's afraid of being perceived as a failure. He truly does value doing the right thing, but he also very much wants the reputation of a man who does the right thing. These two things--doing what's right vs appearances of righteousness--came into conflict a great deal in the time before he died and he's afraid that there isn't a way to reconcile them.
Character's Hopes: Before (Captain) Jack Sparrow came into his life, he thought that what he wanted was an auspicious career defending the law and England, an honourable wife, and the respect of people of good moral character. Events of the three movies threw all of that out the window. Now he wishes to atone for his mistakes and to be forgiven by Elizabeth, a process he'd only just started when he was killed. If he could have it, he would still like an auspicious career defending the law and England, but that's become a great deal more complicated now that his thoughts on morality have become more nuanced. He'd still like to hang wicked pirates, but not Pirate King Elizabeth Swan, for example.

Mod Note 001: James's resurrection price is this:
For his actions in his former life with both the Navy and the EITC, he has to make both reparations and do some tough soul searching. For this, his patron god has deemed he is to find 63 good men (or women) among the pirates, thieves, and flotsam of the world. These people cannot be judged by the standards of English law, and must be judged by James's own intuition and humanity, and the new-found morals concerning his time with the pirates and what he's seen in his service to Lord Cutler Beckett and the EITC.
